Role: Site Safety and Health Officer (SSHO) / Quality Control Manager, CQC Certified


The Project: Following significant tornado damage across a U.S. military installation in Albany, Georgia, Elite Industrial Systems' founder was engaged as both Site Safety and Health Officer and Quality Control Manager — holding both roles simultaneously on a federal project, an uncommon designation that reflects the depth of cross-disciplinary expertise. The scope included overseeing the post-tornado recovery installation of over 125 overhead doors across the installation.


The Discovery: During Phase 2 installation operations, she identified that 64 of the original Phase 1 overhead doors installed by a prior contractor did not meet the manufacturer's installation guidelines for the facility's required wind load rating. On a U.S. military installation in a storm-prone region, this was not a cosmetic deficiency — doors failing to meet their wind load rating become structural liabilities and potential projectile hazards under exactly the conditions they are designed to withstand.


The Approach: Rather than documenting the deficiency through internal reporting alone, she coordinated directly with the Client and manufacturer to conduct a formal side-by-side inspection comparing both installations. The manufacturer's representative completed a detailed written report confirming that the Phase 2 installation met all wind load certification requirements and specifically documenting the technical reasons the Phase 1 installation did not. The result was an independently verified, manufacturer-backed record that left no ambiguity about compliance status.


The Outcome: The documented findings supported the issuance of Phase 2 and Phase 3 change orders — first to remediate the non-compliant Phase 1 doors, then to expand the replacement scope with additional doors. What began as a compliance identification became a fully documented, manufacturer-verified project expansion, protecting the installation's long-term structural integrity and the client's liability exposure.

Case Study #3: Hurricane Michael Recovery Project (2019 -2021)

Role: Site Safety and Health Officer (SSHO) / Quality Control Manager, CQC Certified


The Project: Following the devastation of Hurricane Michael in 2018, the same U.S. military installation in Albany, Georgia engaged the Elite Industrial Systems founder for a second major storm recovery project — a direct result of the trust and documented performance established during the 2017–2018 Tornado Recovery Project. The Discovery: Consistent with the approach established on the prior project, all installation work was managed against manufacturer specifications and applicable guidelines throughout the project, ensuring each door system met its rated performance requirements before acceptance.


The Approach: He again served in the dual capacity of SSHO and QC Manager, maintaining the same rigorous documentation standards and quality control processes applied during the tornado recovery effort. The MegaDoor replacement required additional coordination given the scale and technical complexity of the system, with installation verified against manufacturer requirements before project closeout.


The Outcome: The project was completed successfully, with all door systems — including the MegaDoor — installed and verified to manufacturer specifications. The repeated engagement by the same military installation across two separate storm recovery projects reflects the confidence the client placed in the quality, safety oversight, and documentation standards consistently delivered throughout both projects.

Case Study #4: OSHA Regulatory Programs & Authorized Outreach Trainer (2021 - 2026)

The Project: Upon joining the facility as ESSH Manager, the Elite Industrial Systems founder conducted a comprehensive site audit to establish a baseline understanding of the facility's regulatory compliance posture across all safety and health program areas. The audit revealed multiple areas of non-compliance requiring immediate programmatic attention, including deficiencies in Lockout/Tagout (LOTO), Respiratory Protection, and Machine Guarding — three of the most frequently cited and highest-consequence compliance categories in manufacturing environments. LOTO procedures were either absent or inadequate for the equipment and energy sources present at the facility, creating direct employee exposure during servicing and maintenance operations. Respiratory protection deficiencies indicated that employees working in environments requiring respiratory controls did not have a fully compliant program governing selection, fit testing, medical evaluation, and training. Machine guarding gaps identified equipment operating without adequate point-of-operation or power transmission guarding, representing some of the most serious and immediately correctable exposure conditions found during the audit. Across all three areas, the deficiencies were not isolated incidents but systemic program failures requiring written programs, procedural development, and workforce training to resolve comprehensively.

Additionally, the training gap assessment revealed inconsistent or absent documentation across several other critical regulatory training categories, and the absence of an internal authorized OSHA Outreach Trainer meant the facility had no direct pathway to deliver official OSHA 10-hour and 30-hour certifications without engaging and funding outside providers for every course cycle.


The Approach: Using the site audit findings as the programmatic foundation, she authored written OSHA regulatory compliance programs across all identified deficiency areas, including LOTO, Respiratory Protection, and Machine Guarding, building each program to meet applicable federal standards and reflect the specific equipment, processes, and hazards present at the facility. Written programs were developed not as generic templates but as site-specific documents that accurately captured facility conditions, assigned accountability, and established the procedural framework employees and supervisors needed to maintain compliance going forward.

From there, she designed and implemented a structured OSHA regulatory training curriculum built directly on the written programs, covering a comprehensive range of federal compliance areas including Permit-Required Confined Space Entry, Hazard Communication (HazCom/GHS), Resource Conservation and Recovery Act (RCRA) requirements, Spill Prevention Control and Countermeasure (SPCC), and Stormwater Pollution Prevention Plan (SWPPP) training, among others. Each training program was developed to align with the corresponding written program and delivered in a format accessible and relevant to the facility's workforce — ensuring that training was not a standalone event but a direct extension of the compliance framework being built.

Beyond regulatory compliance training, she brought a capability to the facility that no internal staff member had previously held: as an OSHA Authorized Outreach Trainer credentialed in both Construction (OSHA 500) and General Industry (OSHA 501), she delivered official OSHA 10-hour and 30-hour certification courses directly to facility employees. This eliminated the facility's dependency on external training providers for OSHA card courses entirely, reducing cost, improving scheduling flexibility, and establishing a durable internal training capability built around a nationally recognized credential. Multiple classes were conducted over the course of the year, resulting in employees receiving official OSHA certification without the facility incurring the expense of outsourcing to a third-party trainer.


The Outcome: The site audit that identified systemic non-compliance across LOTO, Respiratory Protection, and Machine Guarding became the foundation for a fully rebuilt regulatory compliance program — one grounded in site-specific written programs, supported by structured training, and sustained by an internal authorized training capability that did not exist prior to her arrival. The facility achieved documented compliance across all implemented program areas, with a workforce carrying current regulatory knowledge across some of the most commonly cited OSHA and EPA requirements in manufacturing.

Simultaneously, the introduction of in-house authorized OSHA Outreach training delivered measurable operational and financial value — providing employees with official OSHA wallet card certifications at a fraction of the cost of external delivery, while giving the organization direct control over training schedules and course availability for the first time.

Case Study #5: Emergency RMP Development and Regulatory Resolution (2024 - 2025)

Role: Environmental, Safety, Security and Health (ESSH) Manager / Internal Project Manager


The Project: Recognizing the need for a standardized contractor safety management program across a large multinational manufacturing footprint, the Elite Industrial Systems founder identified, pursued, and fully project-managed the implementation of an ISNetworld contractor safety management contract covering all North and South American plant locations — a scope encompassing 10 manufacturing facilities across two continents.


The Discovery: The absence of a unified contractor safety management platform across the regional plant network created inconsistency in how contractor qualification, compliance verification, and safety performance were evaluated from site to site. Standardizing that process through a recognized third-party contractor management system was identified as both a risk reduction measure and an operational efficiency improvement across the regional portfolio.


The Approach: She led the project from inception through execution, organizing and supporting the full Request for Quote (RFQ) process to evaluate and select the appropriate platform for the organization's needs. From there, she navigated the internal approval process, which included participation in cybersecurity reviews and approval procedures as well as direct involvement in legal contract negotiations — coordinating across multiple internal stakeholders and departments to move the project through each gate. Throughout the process, she served as the single internal project manager responsible for driving the engagement from initial scoping to executed contract.


The Outcome: The ISNetworld contractor safety management contract was successfully negotiated and implemented across all 10 North and South American plant locations, establishing a unified, regionally consistent standard for contractor qualification and safety performance management. The project demonstrates an end-to-end program management capability that extends well beyond traditional safety management — encompassing procurement leadership, cross-functional stakeholder coordination, cybersecurity compliance navigation, and legal contract participation at a multinational scale.
